Check if user query functionality suits bulk user import pre-checks

Basically what's interesting here is to check if users can be batch queried with their non FOLIO IDs for existence. By those institution which cannot provide differential user dumps from their SIS to FOLIO we have to avoid constant collision cases where we are trying to insert dump entries as new users, but those are already in the system and we have to handle the error and do a second update call.
