Make Address type required

Overview:

• "Current page unstable" errors are generated in FOLIO when users have requests for users who have addresses without any address type specified (see repro steps below)
• It isn't possible to create an address without an address type via the FOLIO UI - these "bad" records must be coming in via api/feed
• To solve this problem, we want to make Address type required when an address is present on a user records (so a Required Attribute in Optional List)

Steps to repro:

1. Log into https://bugfest.folio.ebsco.com
2. Create a request
3. Select a requester (user) from the pane header dropdown who has no Address type specified in their user record such as: Åberg, Ajdin or Nyberg, Sonny

Actual: Error

Expected: It shouldn't be possible to have a user with an address without an address type
