DELETE /users with CQL

    Description

      Create DELETE /users with CQL endpoint similar to the GET /users with CQL endpoint. It deletes all records filtered by the CQL query.

      This is needed for testing data migration.

      It does not delete records that reference them because we don't have a foreign key relationship yet: proxyFor.userId, proxyFor.proxyUserId.
