Mod-user-import seems to use UTC time not local time

When using mod-user-import, clsmith35 of the University of Alabama noted some weird date anomalies and we are wondering if UTC time is to blame
Steps to Reproduce:

1. Add some user records to a site whose local time is some hours different from UTC.
2. Use the date 2020-01-01 for enrollment date
3. Use the date 2021-01-01 for expiration date

Expected Results:
Expect to see date that was entered in the input data
Actual Results:
Uses 2019/12/31 and 2020/12/31 respectively!
