Adding additional External System ID fields via batch loader

    Description

      Purpose: Libraries have a need for multiple external IDS in the FOLIO record. These IDs need to be named via a reference table in the tenant, must be repeatable, and must be available to external systems such as NCIP, SIP2, LDAP, etc. These IDs should be useable for searching anywhere in FOLIO user IDs can be searched (i.e. Check out.)

      As a system administrator, I want to be able to add External system IDS in a batch load

      Scenarios
      Scenario 1
      Import users from a flat file or defined format
      Include External system ID as part of the data to import

      (Note: the loader will have to handle the reference data for External System ID type)

      Discuss with developers: Back when we added Addresses (another repeatable field group on User record), it needed to be refactored to support user import (MODUSERS-25) and it seems the final design may not have been ideal (see comments on FOLIO-664). Let's discuss to see if we can avoid needing to refactor this time.
