Iris UI does not recognize patron notice template category created in Honeysuckle release

Overview: The AutomatedFeeFine category no longer exits in Iris. This has unknown impact but may cause further issues in notice logic beyond being unable to select these templates for certain policies.

Steps:
1. Install new modules for Iris release containing existing patron notice templates, ensure that one or more of them have AutomatedFeeFine category defined.
2. Visit any patron notice template that was previously categorized as AutomatedFeeFine
3. Note that it will show as category "Loan"
4. Select Edit option.
5 Note that Category auto selects "Loan" category in drop down
6. Click dropdown, notice that there is no AutomatedFeeFine option, and instead AutomatedFeeFineCharge and AutomatedFeeFineAdjustment are present

Expected: Either:
All existing records present when upgrade occurs are now under correct new category AutomatedFeeFineCharge

or
AutomatedFeeFine category still exists and functions as expected in other logic
