Requests App: support the ability to filter by tags

As a librarian using the Requests App
I want to filter my request records by tags
So I can easily find request records that have that tag assigned.

Requirements

• Implement the backend to support the ability to filter request records by tags
• Backend development should support the ability to
  • To filter request records by tag(s)
  • To search for request records and filter by a tag(s) AND vice versa
  • To apply all filter(s) including tag filter and return request records
  • To search and apply all filter(s) include tag filter and return request records.
