Create Script Template to deploy DML in Batches

Create a script template that will allow DML to occur in batches within a database migration. The script should allows X number of INSERTs/UPDATEs, then COMMIT, then get the next batch again. The is meant to reduce performance impact on a database so that downtime can be reduced or eliminated.

The template will allow DML statements from any release to be plugged in somehow. The purpose of the template is to create a tried and true way to perform actions in batch that is well researched and developed.
