Add "CANCELLED" status for Import jobs that are stopped by users

    Description

      • Add JobExecution status for Stopped by User (UI status) jobs (on BE let's call it CANCELLED)
      • Change handling of DELETE request for  /change-manager/jobExecutions/ {jobExecutionId}

        /records to set new status instead of FAILED

      • Cover with tests
      • Add migration script - add value to enum
