New user with all permissions gets errors when importing with magic button

Overview: a file imported by a user with all permissions results in an error, but the same file loaded with diku_admin does not error

Steps to Reproduce:

1. Log into FOLIO-snapshot-load as diku_admin
2. Import a couple MARC files using the secret button
3. Go to Users and create a new user for yourself. Be sure to include a user name and your e-mail address
4. After the user is created, edit the user, and add all permissions to it
5. Log out of FOLIO
6. You should get an e-mail to set your FOLIO password for the new user. If not, log back in as diku_admin, edit the new user, and copy the link in the "Send password reset e-mail"
7. Log into FOLIO as the new user (who has all permissions)
8. Import the same MARC file as you did for diku_admin, using the magic button
9. Review the import log to see if they completed properly

Expected Results: Files imported by a User with all permissions should import properly

Actual Results: They imported with errors
