Implement NOT searches

Purpose/Overview:

In this technical story we need to come up with the syntax needed to write NOT searches, and implement this feature.

Possible cases:

• using with control field                          - 001.value not= '830419m19559'
• using with subfield                                 - 010.a not= ' 55001156/M '
• using with leader position                     - p_00_04 not= '01542'
• using with indicator                               - 240.ind2 not= '0'
• using with date in a control field          - 005.date not= '20141107'
• using with position in a control field    - 001.04_02 not= "89"
