Implement a mechanism that restarts the process of sending emails
- mechanism should be automated to kickoff process email job again
- mechanism should allow the configuration of: # of minutes to wait before automated retry process email job and # of times to try automated process emails before kill the job
- Expiration to attempt to send [try up to an hour] (ensure it is configurable)
- configurations are not available on UI. Only config file.
ensure this automated mechanism does not send duplicate emails
Ensure any email process and send job failures are logged.
