Accessioning holdings & items to remote storage fails when no order record is present

Overview: GVSU is unable to accession items into newly created holdings when the items do not have order records associated with them
Steps to Reproduce:

1. Log into FOLIO as user with full inventory app permissions 
2. Create a holdings record and set the location as remote storage
3. Add an item record with barcode
4. Save

Expected Results: Items are created and accessioned into remote storage (ASRS)
Actual Results: Item is created but NOT accessioned into remote storage (ASRS)
Additional Information: This issue began occurring shortly after https://issues.folio.org/browse/MODRS-94 was deployed
Workaround: The work around is to edit the item record and give it a location. Any location will do. Save and Close. Edit the item record again and change the permanent location to 'select location' basically allowing Holdings location to be the effective location.
