Project Setup: mod-quick-marc

Overview: Setup quickMARC project in the github repository
Follow instructions defined in Create a new FOLIO module and do initial setup

Acceptance Criteria:

• The mod-quick-marc project is created
• Boilerplate files (README, NEWS, PULL_REQUEST_TEMPLATE, LICENSE, Dockerfile, CONTRIBUTORS, Jenkinsfile, pom.xml, etc.) have been created
• The maven pom.xml has been updated to run raml-module-builder
• No need to enable publishing and deployment in Jenkins file at the moment
• Standard directories have been created (src, descriptors, raml, etc.)
