    Description

      Purpose/Overview:
      Right now quickMarc - Bib record encoding level validation only allows for the values permitted by the Library of Congress. However, OCLC's collaborative cataloging records allow for other values, and these values should also be considered valid. Documentation for the OCLC values is here: https://www.oclc.org/bibformats/en/fixedfield/elvl.html

      Requirements/Scope:

      1. MARC bib position 17 will accept any single character.
        1. Integer, alphabet (upper/lower case), special characters
