Create a basis to migrate the module to Spring

Purpose/Overview:
Create a basis to gradually re-write the module with Spring framework.

Requirements/Scope:

1. Support module's API definition with Swagger.
2. Support essential Folio backend system interfaces, like Init/Tenant API
3. Introduce regular DB relational tables. Schema should be described and created by Liquibase.
4. Build module to an executable artifact which can be deployed by Okapi

Acceptance criteria:

• a module with essential system interfaces can be build and deployed into Okapi managed environment
• basic DB schema is created upon module enabling for a tenant
