PubSub client does not work correctly

Module cannot be deployed properly (request to enable module for tenant hangs and fails with 'connection refused' error) when pub-sub client is added to the module dependencies.
The problem is that pub-sub client dependency pulls pub-sub server jar that tries to start along with the module itself, and fails, predictably.

Investigate the issue and resolve dependencies.

Fix assignment of permissions for pub-sub user
