Change logic of delete eventType endpoint

DELETE /pubsub/event-types/{eventTypeName}

• Decide weather to delete eventType and corresponding records from messaging-module table, or to prohibit deletion of eventType when corresponding messaging-module records exist.
• Update current implementation accordingly
• Declare the endpoint in ModuleDescriptor
