Multiple versions of mod-pubsub in the same environment consume events for all tenants

    Description

      If you deploy multiple versions of mod-pubsub in the same environment for different tenants, all versions will try to consume the Kafka queues for all tenants, even if a particular version is not enabled for a particular tenant.

      The expected behavior (for me, at least) would be that only those versions enabled for a tenant consume that tenant's queues.

      There are two workarounds:

      1. Stand up a different Kafka instance for each version of mod-pubsub
      2. Upgrade mod-pubsub for all tenants in an environment at the same time (if possible based on inter-module dependencies)

      Neither of these is ideal, of course, but both are workable.
