Description
We are running into an error when trying to upgrade the module in Bugfest from v15.7.3 to v15.8.0.
Hitting the install endpoint to enable the module as below:

Error:
POST request for mod-feesfines-15.8.0 /_/tenant failed with 500: org.folio.util.pubsub.exceptions.ModuleRegistrationException: Module's subscribers were not registered in PubSub. HTTP status: 500
Please see attached logs for more information. Unsure whether this bug should be in mod-feesfines or in mod-pubsub. Please move it accordingly.
