We need an easier way to add permissions to the system

    Description

      Over at https://discuss.folio.org/t/how-to-add-my-own-stripes-module/935 a new Stripes developer can't see the icon for his new "amsl" module because (I think) his user doesn't have the `module.amsl.enabled` module.

      But there is no way to create that permission (which we need to do before we can apply it to a user). The only way to do it is by some magic on the server side, which UI developers really shouldn't need to do.

      Now, we can make our own permission-sets (and of course we have UI for that). But for some reason, we can't specify their permissionsName – which means we can't make new primitive permissions.

      Can't we just remove that restriction?
