Add the "full" and "expanded" flags to the /perms/permissions endpoint

When requesting permissions from /perms/permissions, allow for flags to do the following:

• full: When this is true, instead of returning the subPermissions as a list of string names, return it as a list of actual permission objects

• expanded: When this is true, expand any permission sets in the subPermissions recursively into the full listing of any and all subpermissions they may contain.
