Lessen validation restrictions on hold.json

    Description

      Due to EDS integration scheduling problems, we need to reduce the level of validation for hold.json in the following ways:

      1. "additionalProperties" will be allowed
      2. remove the "requestId" validation pattern

      This is temporary work that will be reverted when properly supported EDS.
