CLONE - GET /automated-patron-blocks/{userID} Regressed in Honeysuckle

Overview
The GET /automated-patron-blocks/$userID API regressed in Honeysuckle by 145%-150%, compared to Goldenrod, in 5, 8, or 20 concurrent users test run of the check-in-check-out workflow. In Goldenrod, under 8 users test, it used to take ~80 to return a response, now in Honeysuckle it takes ~190ms.

Steps to reproduce:
Call the API over and over again in a JMeter test with 5-8 concurrent users for half an hour in both Goldenrod and Honeysuckle to compare performances.

Additional Information
PTF may be able to provide stack traces of calling this API in both environments for comparison. TBD.
