operation GET on resource 'automatedPatronBlocks' failed

*When attempting to checkout an item I receive this error : in module @folio/checkout, operation GET on resource 'automatedPatronBlocks' failed *
Steps to Reproduce:

1. Log into goldenrod bugfest as user 'folio'
2. Select the checkout module > enter this patron barcode: 8377630 and click the enter button

*Expected Results: *No errors - should be able to enter the item barcode and proceed with checkout
Actual Results: pop-up message: in module @folio/checkout, operation GET on resource 'automatedPatronBlocks' failed
Additional Information: This impacts the NCIP services that perform lookup user. They don't work if this message is returned. Also - I've only been able to recreate it with patron 8377360 -but Darcy said she has seen it intermittently also. -More notes: I've tried recreating it with many different patrons and haven't see the error again.
