Automated patron block 'Maximum number of items charged out' not working properly

Overview:
This bug was originally reported with user story UICHKOUT-631, but we decided to close that user story (so UI-CHECKOUT can be released) and open a separate bug. This may need to be moved to be a MODPATBLK- bug instead.

Steps to Reproduce:

1. Log into https://folio-snapshot.aws.indexdata.com/ as diku_admin
2. Go to Settings>Users>Patron blocks: Conditions and set a condition for Maximum number of items charged out, putting a check next to at least Block borrowing and entering a Message to be displayed
3. Go to Settings>Users>Patron blocks: Limits and set a limit of 3 for Patron Group 'Graduate' for Maximum number of items charged out
4. Find a user that has a Patron Group of 'Graduate' 0 items checked out
5. Attempt to check out 4 items

Expected Results:
Patron is allowed to check out the first 3 items, but is stopped from checking out the 4th item because they have reached the limit of 3 for Maximum number of items charged out

Actual Results:
Patron is able to check out the 4th book. When checking out the 5th book the block message pops up.
