Implement basic GET /orders

Implement a basic GET /orders endpoint that simply returns purchase_orders w/o search or filtering.

• Remove GET /orders from mod-orders (RAML and module descriptors)
• Essentially for now this is a clone of GET /purchase_orders

additional details TBD.

Eventually this will be supplanted by MODORDSTOR-22 which will add search/filtering capabilities via a postgres view.
