Duplicate Holding and Item when ordering something from GOBI

Overview: When creating an order for a new title (No instance in FOLIO) through GOBI. Orders seems to be generating two holdings and items. Once set is linked to the order and one set is not.

Steps to Reproduce:

1. Log in to GOBI test environment
2. Search new print tile
3. Create order with SNAPSHOT account
4. Confirm order
5. Log into some FOLIO environment as User X
6. Navigate to orders app
7. Select order that was created via GOBI
8. Click title hyperlink

Expected Results: Instance is created with a number of holdings and items that match the number of unique locations and the quantity being order.

Actual Results: Instance is created with double the number of holdings and items as the number of unique locations and the quantity being order.
