An open Order with POL and Funds distribution can not be Unopened

Overview: If order POL contains Fund distribution - then this Order can't be Unopened after being Opened. No invoices referred to this POL

Preconditions: A User with permissions to View/create/edit Orders and POL is logged in

An Order exists in "Approved" status for Organization-Vendor in "Active" status

Steps to Reproduce:

1. Navigate to Orders (Apps>Orders>Search & filter>Click selected Order
2. Add POL to the Order
3. Add Fund distribution to POL (MSL Vet Historical(mslvethist Fund)
4. Click "Save and Open"
5. Navigate to Orders with "open" status and search for the current Order
6. Unopen the Order (Actions>Unopen)

Expected Results: The Order moved to "Pending" status
Actual Results: System notifies, that the Order could not be saved
