Title "Publication date" validation is different from that of the POL

Overview: Publication date field validation seems to be different in POL form and Receiving Title form. Meaning some Titles cannot be edited without changing the publication date and it is not clear to the user what is happening because the error message is not very descriptive.

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Create order
3. Add order line for a title that has a publication date with special characters (Ie. [1995], ©1995)
4. Open order
5. Navigate to receiving title for this POL
6. Edit receiving title
7. Check the "Must acknowledge receiving note"
8. Click save

Expected Results: Title edits are saved successfully

Actual Results: Error message thrown "save.error.-1"

Additional Information: It seems the validation in the POL is now different from the title for this field
