      Description

      Overview: When attempting to reopen an order that references a fund that has no money left. FOLIO shows the order cannot be saved message that tells nothing to the user about how to solve the problem.

      Steps to Reproduce:

      1. Steps to Reproduce:
        1. Create a fund and budget with $100
        2. Create order and order line for $100 against that fund
        3. Open the order
        4. Close the order and release encumbrance
        5. Create a second order for that fund for $100
        6. Open the second order
        7. Reopen order number 1
           

      Expected Results: Order is not reopened. Error message show "One or more fund distributions on this order can not be encumbered, because there is not enough money in the budget". 

      Actual Results: Order is not opened. Error message shown "Order could not be save".
