Update Piece flow : Location quantity is not updated if create inventory is None and location provided

Overview:
Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Create order
3. Add Physic line with Location1 quantity 2 and create inventory is None
4. Open order
5. 2 pieces with location reference created
6. Open receiving APP and update in one of the piece location reference on Location2
7. Save Piece
8. Open order line

Expected Results:
1. Cost quantity updated
2. Location1 with physic quantity 1
3. New created Location2 with physic quantity 1

Actual Results:
Cost updated, but location is not
