Item not created when editing piece

Overview: If I don't choose to create an item when creating the piece. If I edit that piece and select create item the item IS NOT actually created

Steps to Reproduce:

1. Log into folio testing env
2. Create order
3. Add POL for quantity of 1
4. AND create inventory set to "Instance, Holdings, Items"
5. Open order
6. navigate to receiving
7. click add piece 
8. ADD piece with "Create Item" set to false
9. Save piece
10. Click to edit piece and set "Create item" to true
11. Save piece

Expected Results: Success message is shown and Item is successfully created under selected Holdings

Actual Results: Success message is shown but Item is NOT actually created
