    Description

      Overview:
      Steps to Reproduce:

      1. Create order
      2. Create order line with create inventory = None or Instance, and location selected
      3. Open order

      Expected Results:

      Holding shouldn't be created as create inventory value doesn't include Holding

      Actual Results:

      Holding is created

       

      Analysis:

      Currently holdings are only created  when they should not for values that cannot be obtained with the UI. More precisely, these are cases where the po line's orderFormat is not consistent with physical or electronic's createInventory. We could add a validation step when creating or updating po lines to reject inconsistent cases rather then ignoring them later.
