Unopen doesn't remove pieces

Overview: re-opening an order end up creating duplicate pieces when pieces are not deleted during "Unopen".

Steps to Reproduce:

1. Create order
2. Create order line with quantity 1
3. Open order
4. Go to receiving
5. Add new piece
6. Unopen order ("Expected" pieces must deleted with "On Order" connected items with holdings, if no items connected to holding)
7. Open order (Pieces, Items, Holdings should be recreated)

Expected Results:

2 pieces should be displayed in title
Actual Results:

4 pieces are available in title when order line quantity is 2
