The workaround for this issue is to release the encumbrance manually after deleting the fund distribution from the order. User would do this in the Finance app Transaction view for the Fund in question. This will ensure that the lingering encumbrance transaction has no impact on the budget. These could also be deleted via APIs.

Description
Overview: Encumbrance not updated when the following changes are made to POL
Steps to Reproduce:
- POL is opened with $3 cost and no encumbrances
- User adds $3 Fund A and encumbrances are created.
- User edits POL again and Changes currency to Euros
- Fund A encumbrance is not update according to exchange rate
Expected Results: Encumbrance values are updated according to estimated price and Fund distributions present at save and close
Actual Results: Encumbrance value is not updated
