Delete piece modal no longer appears for NON manually add piece for receiving POLs

Overview: When unopening an order, decreasing the quantity and then opening the order again I am no longer presented the delete pieces modal. Meaning I end up with too many pieces in the receiving app.

Steps to Reproduce:

1. Log into bugfest-juniper
2. Create order
3. Create order line
4. quantity = 2
5. Manually add pieces for receiving = False
6. complete required fields
7. save and close
8. open order
9. Unopened order
10. Edit POL and change quantity to 1
11. Save
12. Open order

Expected Results: before opening order system displays delete piece modal and user can remove the desired pieces such that the quantity of the order = the number of pieces in receiving for that POL.

Actual Results: Delete piece modal IS NOT shown even when "Manually add pieces for receiving" = False. Order is opened successfully and pieces have not been changed

Note the implemented workflow is currently correct for "Manually add pieces for receiving" = True
