Populate titleId during piece creation

    Description

      Overview

      In order to support filtering titles by information in the associated piece record, we need to add a titleId field to the piece schema and create a foreign key.

      The end result is that we should be able to execute queries like:
      GET /orders/titles?query=pieces.receivingStatus=Expected

      The new field should be required.

      Acceptance Criteria

      • mod-orders acq-models submodule is updated
      • update business login to populate titleId once we create piece
      • update unit tests and api tests
