Find or create inventory records upon title creation

Overview

• When a title is created on an open order, inventory records should be found or created according to settings and/or poLine "createInventory".
• When an order transitions from pending -> open, inventory records should be found or created according to the settings and/or poLine "createInventory".

The existing logic used for instance/holding/item creation upon opening an order should be reused.

Acceptance Criteria

• logic is updated as described above
• unit tests are updated
• api tests are updated
