GobiAPI eBook order not creating Inventory records

Overview: An order for a GobiAPI eBook should be creating Instance, holding, item, but it's not.

Steps to Reproduce: - watch the video, since you'll need both GOBI and demo.folio.ebsco.com

1. Log into demo.folio.com and GOBI
2. Create an eBook order on 8910-50
3. Once the order is placed, check the open order message in GOBI and note the FOLIO POL
4. Go to FOLIO
5. Go to the POL search in the orders app
6. Reset all
7. Search the POL number; make sure in the POL details, it says that an Inventory Instance, Holdings, and Item should have been created
8. Go to Settings/Orders/Inventory interaction
9. Make sure it says Instance, Holdings, Items for Electronic resources
10. Go to Inventory and search for the ordered eBook by title or by ISBN

Expected Results: The instance, holding, and item should be in Inventory

Actual Results: They're not
