Create order-templates API

Overview

MODORDSTOR-106 adds a new API for managing order-templates (previously stored in mod-configuration). For consistency we need to create a corresponding API in the BL module for the UI to call.

Approach

• Simple proxy back to corresponding order-templates API in mod-orders-storage
• Create new interface for this

Acceptance Criteria

• Raml and ModuleDescriptor are updated
• API is implemented
• Unit tests are updated
• API tests are updated (separate collection might make sense to avoid expanding the orders collection even more)
