Description
Overview:
UIOR-252 adds the ability to edit or delete a piece from the check-in UI. We'll need endpoints in mod-orders to proxy these requests back to storage.

Assume that this work is done before acquisitions unit access controls for update/deletion of pieces are in place. So this is for now just a straight proxy.
Acceptance Criteria:
- PUT /orders/pieces/id is implemented (Code, ModuleDescriptor, RAML)
- DELETE /orders/pieces/id is implemented (Code, ModuleDescriptor, RAML)
- Unit tests are updated
- API tests are updated
