newly added items are not harvested

Overview:
The harvest should pick up all newly added records to inventory but id doesn't
Steps to Reproduce:

1. Import two MARC records using default mapping profile
2. Add holdings to one instance and holdings and items to the second
3. Harvest either using from parameter set for a day before the current day or do the whole harvest

Expected Results:
Both newly added records are harvested
Actual Results:
The records are missing
