    Description

      Overview:
      In the data set of 7M records, the harvesting completed (no resumption token in last response) after only 1.3M were harvested. The issue doesn't occur every time but if does it require the initial harvesting to be done again.

      Steps to Reproduce:
      Start initial harvest

      Expected Results:
      All records are harvested
      Actual Results:
      The harvest finishes after only a portion of the records is harvested.
