Record count between inventory and oai-pmh

Overview:
Steps to Reproduce:
1. In the honeysuckle bugfest environment run the request: https://edge-bugfest-honeysuckle.folio.ebsco.com/oai<apiKey>?verb=ListRecords&metadataPrefix=marc21&set=all&from=2020-10-25&until=2020-10-27
2. Search inventory for instances updated with the same from and until dates
query=(metadata.updatedDate>="2020-10-25" and metadata.updatedDate<="2020-10-27")

Expected Results:
The record counts match
Actual Results:
For OAI from=2020-10-25, until=2020-10-27 returns 2275 records.
For Inventory, query=(metadata.updatedDate>="2020-10-25" and metadata.updatedDate<="2020-10-27") returns 1965 total records.
Additional Information:
I wasn't able to recreate it in snapshot on much smaller data set.
