Extract IdP metadata from federation metadata

    Description

      As an admin configuring SSO in a federated environment, I want to provide the URL for the bulk federation metadata and entityID for a specific IdP. The SAML module would then download the federation metadata and extract the metadata for the specified IdP.

      This may become less relevant when Metadata Query becomes common.
