Consider to enhance checkIdpUrl by more than HTTP header

    Description

      Current implementation is checking if the IdpUrl will return XML related HTTP content type header. We had an issue where the provider does not specify the header even though the XML content is fine. See url below. It would be nice to enhance the checkIdpUrl method to handle this case.
