Titles: Duplicate titles on GET by tags with included resources

    Description

      Overview:
      Steps to Reproduce:

      1. Set a tag to 2 resources from the same title but from different packages
      2. Call GET /eholdings/titles?filter[tags]=tag&include=resources

      Expected Results: 1 title with 2 included resources 
      Actual Results: 2 titles, each with 2 resources included
