Package Record: List of Titles - Not all tags display when user applies tags filter

    Description

      1. Go to any environment
      2. Search for a package
      3. Under titles accordion, add tags to several titles
      4. Return to the package record and under titles accordion, click on the magnifying glass
      5. Filter by a tag

      Expected outcome: All tags display
      Actual outcome: Only the filter by tags display
