Provider Record: List of Packages - Not all tags display when user applies tags filter

    Description

      1. Go to any environment
      2. Search for a Provider
      3. Under packages accordion, add tags to several packages (see screenshots 1 and 2)
      4. Return to the Provider record and under Packages accordion, click on the magnifying glass
      5. Filter by a tag

      Expected outcome: All tags display
      Actual outcome: Only the filter by tags display (See screenshot 3)
